To be more accurate: the disclosure as truthful of the phenomenon many people have witnessed, around the world on lands and across oceans for millennia, is what would be beyond our definition of reality.

There are valid justifications for a government to lie about it. R&D in stealth technology as an example. If people believe they see a flying saucer, instead of some new tech, government would be wise to encourage that belief, then pushing the belief the same witnesses were crazy, while telling the world they may or may not have something others don't have. The perfect encapsulated cover.
