Alright this is an incredibly long shot, but I'm desperate at this point and willing to try anything. I have literally just registered on this forum for the sole reason of making this post.

There's a very specific harp refill that I've been trying to get my hands on for a long while because I strongly believe that it was used for the soundtrack of a video game which I am trying to recreate.

I don't know much about the refill, all I know is that it was made sometime in 2013 or earlier and sold on the old propellerhead shop and that it seems to be made by a company named 'FineTexture.' I also found this demo on SoundCloud that seems to have been made by the sound designer:

I've even attempted to reach out to Reason Studios support, but unfortunately they just told me that there was nothing they could do. :(

It really does seem like this Refill might be lost media at this point as other than this SoundCloud page, I cannot find ANYTHING about it online anywhere. If anyone has this refill still downloaded or happens to know ANY information whatsoever about it, I would really appreciate the help. I'm close to just giving up at this point, which would be really unfortunate.

Maybe Sef Nitty can sell you one.
Players are to MIDI what synthesizers are to waveforms.

You could also try to contact the SoundCloud user who uploaded the demo (https://dk.linkedin.com/in/eskildsen-sebastian-3b9aa14).

I have it.
In those long past days I saved everything I could get my hands on in case I could use it and disk space was never a problem. And it is saved in a folder called "Reason/Free" on my system which means it came from the Propellerheads website where many non-Propellerheads user supplied refills were freely made available. That means it had no licence or cost associated with it.
Can anyone confirm my theory that there are no restrictions to this and I can just make it available? I know nothing about licences.

Thanks for asking. Free doesn't mean license free and free to share. Unless you have a license/agreement that specifically states that it is free to share, then a no-share license is assumed. If an artist or developer has removed something or discontinued it for any reason, we must respect that and they are the ones to contact in attempt to acquire it, unless a license is in place that states sharing is allowed.

Any chance you'd be willing to reach out in DMs or an external website like Discord? If nothing else, I'd at least like to try and confirm that it is the library used by the composer if you can't share the library directly.
