I can't seem to get the Razor Blade tool to do anything in the new Midi Edit pane. Is this possible? If not, why the f*ck not Reason Studios?

I got it to cut the MIDI clips apart, just like it does with audio clips.
I also got it to cut notes apart, something I've actually never had a need for (until today!)...
Not sure what is going on with Reason on your end, could be a bug or PEBKAC.

Grid and snap are the reason why you can’t cut your notes there. (there now two separate snap and grid settings, make sure to adjust those that apply to the MIDI clip) you have then set at BAR, which means it will only do cuts at bar line level. Set the snap to off and it will cut wherever, or, the ideal way is to switch the grid to either grid or 1/16 or whatever grid level fits your desired edits.
