Yes, you can "offset" the midi clock out in sync settings, but it doesn't allow you to do that *nearly* enough. I want to press play on the Reason transport bar, and it first sends out MIDI clock and starts sending any MIDI going to external MIDI and then an adjustable number of milliseconds later starts the internal sequencer so that the audio coming in from external devices arrives at the same time everything else starts.
