It does get overused in social media posts, but I think in this case it was meant to clarify that "everybody" wasn't hyperbole.

tl;dr: an admin f*cked up and the security net didn't catch this, thus the whole backbone network went down and took the DNS with it. Due to internal services depending on functioning DNS and additional physical access mitigations being in place, the backbone could not be brought back up easily.
