Is there a good Emulator II Plug-in
...But Emulator II IS a sampler....
There is Arturia's Emulator II. I haven't used it so don't know how good it is.
TAL Sampler has DAC emulation of the Emu II.

Decimort by D16 is not a sampler but makes things sound like samples and it's a very realistic emulation. Emulator, Emax, MPC, etc.

Arturia Emulator II V if you want a selection of the original sounds and also if you want to import your own samples and run it through the vintage DAC.

TAL Sampler sounds a bit nicer to me and you can adjust the ADC/DAC settings. But it doesn't have sounds from the Emulator II. As a bonus its serial number allows you to use TAL-DAC, an advanced bitcrusher like Decimort 2.
Unfortunately I haven't found an owner of an Emulator II who is willing to test which of the two emulations sounds closest to the real thing.
