I would like some clarity. Is this the same download or will it be separate?

If I upgrade to Reason+ / 12 etc.... and just wish to use Reason in VST mode will there be a separate download?

No, the installer contains all plugin versions and put them into the right folders, so to speak ... (Mac)

It's only one download. Take it or leave it.

Most of the file size is the FSB so like any other plugin that has a standalone version it’ll likely be one download that includes both.
