I will stick to the VST. I think it sounds just as good.

Hah, get a free synth but have to own the original that costs like 10x as much. I appreciate what Behringer is doing making new versions of classic gear at affordable prices.

Though how would this synth work though (legally)? Doesn't Waldorf own the rights to the PPG wavetables?

Well, I do not think there is a legal precedence as to weather a wavetable is considered an oscillator or "a recording". But since it is a sort of cyclic playback of one wave that essentially "oscillates", I don't think anyone really can successfully claim it being similar to a linear recording. Now if they rip the EPROM, that may be different as that might be considered software code. But I'm sure they can technically re-engineer the waves close so you cannot hear any difference, but not so close that they are identical on a 1-0 (bit) level.

But Uli Behringer has a reputation for personally being an a-hole, so maybe he just waits for a lawsuit, free marketing as it is, and then he has more money to lawer up and crush whoever has the PPG copyright, who knows...
