I am almost certain he used the EXHALE Vst by Output. One of the presets or custom settings.

Its pitched down, maybe with additional formant and frequency shifting and finally there was some grain fx for the fast repetitve thing (also a fast tremlo could have done this).

Try Grain, you can do pretty cool stuff with that.
