Possible to send velocity data from your DAW to a Rack Extension's CV input if it is loaded in a Reason Rack Plug?

Using Reason Rack Plugin in Reaper. I want to send velocity data from Reaper to the Primal Audio Filter ACID Rack Extension to control it's cutoff. Been trying to use Deadman Audio Devices' One-Note Stand RE to convert the MIDI from Reaper to Gate CV that is then sent to ACID's Cutoff CV input. But the velocity value is always 127.

How do I get velocity data from Reaper to the ACID RE? Is it possible to send velocity data from your DAW to a Rack Extension's CV input if it is loaded in a Reason Rack Plugin?
