Intel i7-8086K anniversary CPU - New 28-Core CPU
For those that don't already know looks like Intel are releasing the rumored anniversary chip after all.
I think i may have found my new CPU lol. 28-Core should be enough? heh
- Jokes aside im still either contemplating the i7-8700k (6 Cores, 12 Threads @3.7GHz Coffee Lake (2017) or the Core i7-7820X 8 Cores, 16 Threads @3.6GHz Skylake-X (2017)

But why? I'd much rather go with the limited edition (assuming you can get one) i7-8086K (6 Cores, 12 Threads @ 4 Ghz Coffee Lake (2018) with a single-core Turbo of 5 Ghz). It will likely outperform both of the chips you're looking at.

Can Windows 7 pro address this many CPU cores? Do I HAVE to upgrade to Windows 10 to get a new CPU?

Mine is 64 bit, so thank you. If I actually had sixteen fingers, I might! But yeah, a 16 polyphony ReSpire pad is killer on DSP. Much more so than Serum, I think. Will have to test.
