I have 2 questions:
1) are the sound packs downloaded while subscribed to Reason+ available when the subscription expires (I upgraded to Reason 13 instead of resubscribing)?
2) what is the standard location on macOS to where the sound packs are installed?

a) I do confirm that the packs that I downloaded are still in the proper folder on my drive
b) they no longer appear in Reason Companion
c) In Reason 13, if I search in the browser for a particular patch name in a pack, it shows up
d) There is no "packs" folder otherwise so I cannot browse them. So I just added a Shortcut to the Packs folder in order to be able to browse them again.

Yeah if you are no longer subscribed, the folder doesn't automatically appear as in the Browser locations, but like you said you can manually add it as a shortcut.

Are the packs worth a visit even if having perpetual R13? Are there different genres or leaning on certain styles? Any nice combinator patches? Am pondering trying 1 month or 2 to get some new input.

Just find a promocode for a free trial of R+ and grab the (interesting) packs during the trial period.
Those codes are sometimes included in music magazines or with hardware and they are usually just generic codes instead of personalized ones.
