offline use of rack extensions

i've dl'ed a couple free REs and i see some of them can be used offline while for others you have to log in. whats the deal with this and how do i know if i can use an RE offline beforehand? if i'd buy an expensive one, i'd want be able to use that in offline mode. THX for your answers in advance.

As far as I know, the only ones that need internet are the ones you're trialing.

those free ones were no trials, but maybe its still a marketing thing.
