There are still a few developers on sale;
McDSP, Skrock and Selig (who ironically was one of the first to go into sale) still have a number of REs each in the shop. Don't know for how much longer though

It is a slow procedure to update the sale period, for me at least. I would have to wait for the shop dept at RS to approve any changes to the product page, it may take 1-2 days. But technically, a sale can be opened by a developer at any time, for any period (e.g. for one hour late at night, if you make a deal with them to get your discount).
