Can't delete installed RE's ("RE in use")

I try to press "delete" (uninstall) any RE in R10.4 "Rack Extension" window list, but get message "Rack Extension in use" etc, though the song is empty.
Any solution ? Anyone had such ?
I remember that in past versions deleting worked properly for me.

You have to do it from Authorizer while Reason isn't open.
