Why not? It easily could be provided as a switchable panel. The only reason not do to so would be to allow it to be available to R7/8 users, who can't use switchable panel RE's. It's one of those highly contentious and difficult decisions. In this instance, if it's a major and, crucially, useful feature of the VST, I'd argue they should include it. Try not to make a decision based on just this. Actually having it has two separate modules will allow you to have larger displays on both the EQ as well as the spectral display, overcoming the limited rack dimension constraints.
