It comes from the University of Utah (where I attended my freshman year), where early work on 3D modeling was done as well as early development of digital music recording. They have a strong computer science department there, to say the least! In fact, I took one of the first ever "computers and music" classes there in 1979, years before computers were available to the average user/musician. I think it's handy having the rate available in musical tempo multiples, although converting between beats to Hz is not a hard.
