Is there a rack extension like the Voice of God

Aside from the part that I like the name of this VST "Voice of God" I like what can be done with it.
Is there a RE that can do this?

My opinion is that Propellerhead REASON needs a complete rewrite!
P.S: people should stop saying "No it won't happen" when referring to a complete rewrite of REASON. I have 3 letters for ya....VST

perhaps i'm wrong but this sounds like the frequency is shifted, could be done with the vocoder in reason

basically, you have lots of bands and you move a bunch of then, like a comb filter

It's literally just a resonant high-pass filter.
