How to "Steel" a melody, the right way..

I came across this video the other day, and was thinking; MAYBE, there is some genius people here that can come up with a plugin that does this automatically??? Imagine how easy it would be then, to come up with a new beautiful melody ! OR; does it already exist somehow?

You can do it by processing Note CV with Thor modulation matrix.
