More shortcut keys and Preference window always on top

I originally mentioned adding extra shortcut keys in the Reason 11 Features poll... however, below is a refined idea.
There's also potential for Ctrl+F8 ~ F12 and perhaps Ctrl+F1 and F2 giving 7 more shortcut keys - related to the Function keys only of course. 'Preferences' in the edit menu should be a prime candidate for having it's own shortcut key... and should always 'stay on top'.

On macOS, you can define shortcut keys for any app

This is part of the OS. Maybe something similar is possible with Windows?

Can't be done. It's possible to create hot keys to run programs but not functions within them.
