In the end of the example there is noise through comb filter or flanger...
You guess right Your 1st statement leads to a lot of synths, but your 2nd narrows down the list since it’s comb filtering

Edit: just checked and it is called macro not modal. Euro rack type device.

Some updated and new clues:
It's a smaller synth.
It's a cheap synth.
I would say it isn't talked about much at all.
It's one of the simpler synths I've seen.

Sounds like someone rubbing a balloon while cutting a VERY LONG fart.
I can do some pretty crazy sounds with Nostromo. That sounds like something Nostromo could probably do. I think I spelled that right.
