drum velocity pattern

Hi, I set up a pattern in Redrum, and when I "send pattern to track" it sets the note velocity to like 70 for all notes, I am not sure how to alter this. I tried setting the velocity on the drum to the highest setting, as well as the vel next to the tone. I am not sure what velocity setting this is following?

Those velocity knobs control how much the velocity of incoming notes affects level and tone, not the velocity itself.
To change velocity of the notes, you need to use the hard/medium/soft settings in ReDrum's sequencer (you can shift-click and alt-click the steps to make this easier).

ok, those are some kind of reason average setting for the three levels of velocity, soft, med, and hard, they are like generic vel for outgoing note values?

They're 30, 80, and 127. It's just how ReDrum's sequencer works. You can still use other velocity values from the piano roll.

ok, but if I am setting a bass line to follow a drum pattern those are the three velocities it will assign?
and if I record in a live drum part it will follow vel set on a keyboard or midi note value?

If you record the drum part live, it will use whatever velocities you play. It's only a restriction of the built-in step sequencer.
