crunchy techno hihat-thingy

hello,
a very basic question - there is this lower-tuned hihat-like sound that i hear a lot in techno - like the one that starts here at 0:58

how is it achieved? i tried layering shakers, hihats, snaredrums, compress&distort but it never sounds like this...

I guess the trick here is the resonating LPF. The rest is noise and maybe a snappy envelop for the filter.
