I can't afford both so any suggestions on which might help my mixes most?

Trackspacer looks like everything i wanted Carve RE to be.

N.E. looks like it has more to offer but im not keen on Izotopes' presets based on instruments and genres, going from the titles i'd only use a small subset.

I'd prefer not to demo them as ive only got 392kbs dowload bandwidth for the next 2 weeks or so.

Neutron Elements by a long shot. It's far more powerful, has far more features, and you don't have to use iZotope's stock presets (although they are great starting points for a mix). I do suggest you demo them, bandwidth be damned, but if you want to take the risk, I still say Neutron Elements by far.
