Is this possible?

I want to have certain effects always load with a new track whenever I create a new mix channel or audio track or even devices. If it isn't a thing, it should be a thing.

Yes/no. You can have presets in the CV part for audio or combinators in the midi sections. It's not as elegant as you suggest, but it's no worse than other hosts.
