I've done a lot of work optimizing my Komplete Kontrol and favorites lists to speed up my workflow - and just had a scary thought of losing them by going to 10.2, or 11 in the future, etc

a) Do I need to back these up?
b) If so, where is the favorites list located? (I do know where the codecs are)

On macOS, .favo files are store here:
Users > username > Library > Application Support > Propellerhead Software > Reason

Not sure the location on Windows.
But on macOS, this is the same location as the Plugin Screenshots folder.

You are safe updating without these being affected, but always a good idea to back them up anyways for the future and if you migrate your computer.

Thanks, Joeyluck!

FYI -
I found the .favo files in Windows 10, and it is not the same folder as the plugin snapshots (though that could be the peculiarities of my installation)

Favorites:
C:\Users\username\AppData\Roaming\Propellerhead Software\Reason
Plugin Snapshots
C:\Users\username\AppData\Local\Propellerhead Software\Reason
