Just noticed routing anything to Osc FM in Thor doesn't have any effect on the Multi Osc. It works with every other oscillator type, including noise.

Because there can be only single carrier wave for the modulator/s? Multi osc is 2 waves so it cannot be targeted by the modulator? Not sure why the option is there then..it didnt seem to work for any of the sources.

Multi OSC is 7 or 8 Osc in one box most likely with different a phase for each Osc and I would guess that makes it pretty darned hard to make anything intelligent. Might as well use the Noise Osc.

Look up on YouTube speo Thor fm growl where he demonstrates using a multi oscillator for FM it does work I think it can't be the carrier though (might be the other way around) but it does work you just have to set a sine (osc1) -> osc 2 FM and make sure that osc2 is a multi oscillator with a lower amount for the detune

Yes you could use direct Freq Mod of one Ocs Pitch to another but that isn't the same as the FM destination as that works on Phase. Worth trying but gets off-pitch real early. With care, you can re-tune some.
