So I notice a difference in the meters in regards to when it shows red for clipping.

When the transport bar output meters shows clipping, the master section in the rack the meter still has a couple dB of headroom before clipping into the reds.

Do these output meters actually meter different places (like pre/post SSL compressor) or is this some sort of anomaly?

Thanks in advance!

Red doesn't mean clipping. Only the "clip" indicators mean clipping. The big meter is the best place to see clipping if you have patched any devices between the main outputs and the hardware interface as I do with Ozone. [SMILING FACE WITH OPEN MOUTH AND SMILING EYES]
