Urgent technical question regarding Headphone Amp & DAC + IEM

Looks like companies are going crazy with pricing, and the gear I'm looking at started jumping up, too!

Here's the deal:

My Audio Techinca ATH-E70s have full priority.

Specs are:

Sensitivity 109 dB/mW
Impedance 39 Ohms

3 / 3 balanced armature drivers.
3.5 mm jack plug.

The question is, could these IEMs take advantage of a Topping E30 II DAC and L30 II Headphone Amp, or is a Motu M4 already overkill for them?

The Topping ones measure great, but when it comes to IEMs and the L30 II Headphone Amp, they say it's the 50 mv test that counts. That's only like 100 dB SNR, pretty far from the said ideal 118 dB (or more in this case), which the device can deliver.

Fingers crossed that I still just don't grasp these charts, but do I see correctly, that it maxes out at about -96 dB? Although that says power vs distortion.

So yeah, somebody whom is better than me with these, please tell me, which will sound better with my IEMs? Considering SNR, THD, Dynamic range (the less noise and distortion, and better dynamic range, the better - plus sufficient volume). The two Topping devices, or will it pretty much be the same as the Motu M4?

European users maybe??

Let me simplify the question:

According to the measurements, will the Audio Technica ATH-E70 IEMs sound better on the Motu M4 Audio Interface; or the Topping E30 II DAC and L30 II Headphone Amplifier? Or will there be no audible difference?
