I think the point is that there are two (at least) SNRs and dynamic ranges, which are seamlessly moved between depending on the scale of the incoming wave. That would mean that the SNR of the file is dynamically variable, and very big. I don't know the technology, but it could even be that sometimes the peaks are encoded from one preamp with one SNR while the slopes nearer the zero crossing are encoded from another preamp with a different SNR, and the ratios of which preamp is encoding more audio, and therefore the overall SNR, are changing from cycle to cycle, or from bit to bit.
