Creating a new one (if it's the exact same thing).

If it's bumped two, tops three times on different days and different times, and there are still no comments, then sadly people don't have anything to say. Happens!
But a bump is still boring. Try to add interesting thoughts, and expand what you wanted to talk about ~ in case the topic is really important for you.

Personally, I'd rather an old topic gets bumped instead of a new thread created. But if the topic isn't that old and/or perhaps people aren't commenting, it's kind of annoying to see it getting constantly bumped by its author.
Yeah, I think it depends a bit of the situation. In the grand scheme of things, especially in these crazy times, bumping threads and forum etiquette are pretty low on the list of priorities, though.
