This is the first time that the US government has ever publicly admitted the existence of such phenomena.

Who says it was a "secret program"? Obviously they don't announce that they're looking for as yet unidentified possible threats in their air space right away. And obviously they spend proper money to find out about it. But they didn't find much out of the ordinary so the documents are open now. Big deal. Not.
