Propaganda isn't in itself an art form, but it can certainly be transmitted through forms of art. Images, movies, music, and so on, all have (obviously) been used as types of propaganda.

So what defines "responsible" in such a case would depend a lot on what side you're on. Someone supporting an authoritative state might think it perfectly responsible to make posters urging cooperation and obedience to that state. Another person might feel a duty to resist and place posters urging rebellion and dissent.

But any such responsibilities are chosen by the artist, because of the artist's own views (or perhaps they are commanded by the state). No responsibility is inherent in art itself, but can only be imposed on it by personal opinion.

If an "artist" tells me I have to be "responsible with my creativity", then a force is applied to my muse. My art ceases to exist. It is not the responsibility of an artist to tell another artist to create responsibly. This should be coming from a non artistic entity like the state. An "artist" telling another artist to watch out is an enforcer (of state, religion, etc).

whatever you have/want to express; express it well, in an artistic manner that involve most of the times technics (that is the rabbit hole) , and you would be an artist
then the involvment in the technical side would become your moral shield
some abuses ; in advertisment company for example
it hurts your mind but still better than someone throwing a knife in your back (physically)
