You can load serum wavetables in europa and expanse but I think only expanse lets you make custom wavetables.
There is also the tableosc RE that let's you make wavetables in realtime.

Actually propellerhead said it's their job to maintain every plugin that gets approved into the shop.
So at that point the original devs wouldn't even be the ones maintaining the plugin.

If you decided you wanna become a pro then yes you def need a budget.
For your equipment, for your gear, for your plugins.
Then you need to read the books for a while.
Which also cost money but are very good and don't go anywhere.

You can keep previous versions installed because they are all treated as a separate exe.
