Not a bad design, but a starting point IMO. It is a bad design, because if you are designing a tagging system, the first thing should be 'how do we manage the tags and categories'. Starting from a set of hard-coded tags and categories is basically starting backwards. I still hope that they get this...

.... But now it seems to be a half assed implementation that let Reason studios tag their presets as they want, but not let me tag my presets the way I want. Another browser question because there seems to be a lot of confusion; The R11 browser allows me to navigate my internal and external drives much like file manager, so I can locate and load VSTs and samples directly off my SSD drive or wherever. I like tags. Helps me to quickly find the sound I am looking for without trying 1000 sounds before I find the right one.

And yet with every other DAW I've used, I've found myself missing many things in Reason. The ability to freely route audio/CV, the pitch editor (yes!), the inspector (one of the most missed features for me), and more. There's also plenty to complain about in Reason, just as there is in any other DA...
