For example, I might not like how the reverb affects my snare sound on the high end, so I can send the snare to a parallel track and run that through a low pass filter before sending ...

There have been several examples given of what ReCycle does that Reason does not. Whether those are necessary features for you is a different question.

I'm not sure I completely get what you're asking, but Props has stated that ReCycle remains for sale to professionals who need it but don't own Reason.
