That's odd. When you change the project time signature in the transport the sequencer should change too, but i the arranger (the main sequencer), it is not that visible. Can you explain exactly what you mean by "record What You Hear/Stereo Mix", because i'm a bit at lost here...
Reason allows you to select any source your audio card exposes in it's driver, and every audio you want to record with reason has to pass through it (even internal audio).
