I've been following laamaa for a while, he makes chiptunes on the original Gameboy with LSDJ, in trackers on PC, and also, on the Dirtywave M8.

The software is Schism Tracker, it says right there at the top in the video.

From skimming through the documentation, it seems this tracker supports MIDI out, but I doubt adfielding is triggering external gear in that song. Can't say for sure though.

"Deus Ex" was released in 2000.
"Metal Gear Solid 2: Sons of Liberty" was released in 2001.

It's not an internal menu setting. It's a button on the front panel of the MPD called "Full Level". When that button is lit, you always get max velocity. Simples and elegants, but not elephants.
